How motion blur is made
The effect averages many copies of the image shifted along one direction. Distance is how far the copies travel, angle is the direction. The result matches what a camera records when it or the subject moves during the exposure.
Blur only part of the image
On this page the whole image moves. To keep a subject sharp while the background streaks, open it in Image Flow, remove the background into a separate layer and apply motion blur only to the background.
